Fixed: mail function: 15-March-2012

I'm going to be testing some changes to the mail function over the next couple of days as a longer term fix to the issue of some ISPs blocking email from the forum.
Don't be too surprised if mail is up and down for a bit.
Hope to get this fixed up for good by the weekend.
